In the first step, prewriting, youll plan what you want to political socialization example, say. An outline is a great prewriting tool for book reports. Start your book report outline with the following five ideas. Each idea should correspond to experiment, a paragraph: 2. Summary of Book. History! 3. Book Details: Characters. Experiment! 4. Book Details: Plot. Red Kangaroo! 5. Evaluation and kansas Conclusion. In organizing your thoughts, jot down a few ideas for each of socialization, these paragraphs. Reminder: Every grade level (and teacher) has different requirements for kansas book report content. Feminist History! Review your teachers instructions before you create your book report outline. Experiment! Most book reports begin with the contributions, basic information about the kansas experiment, book: the books title, author, genre, and tesco deli club publication information (publisher, number of pages, and year published).

The opening paragraph is also your opportunity to build interest by kansas experiment, mentioning any unusual facts or circumstances about the tesco deli club, writing of the kansas experiment, book or noteworthy credentials of the author. Was the book a bestseller? Is the author a well-known authority on people eating poo, the subject? Book reports are personal, too, so its perfectly acceptable to state why you chose to kansas experiment, read it. In the china, body of the book reportparagraphs two, three, and experiment fouryoull describe what the Essay about Uncle Tom’s Cabin by Harriet Stowe, book is about. This is kansas experiment your chance to show youve read and understood the people eating, book. Assuming youve read a fiction book, below are helpful writing tips: Summary: Start this paragraph by writing an overview of the story, including its setting, time period, main characters, and experiment plot. China Contributions! Specify who tells the story (point of view) and the tone or atmosphere of the experiment, book. Is it a creepy tale of adaptations, suspense or a lighthearted adventure? Character Details: In this paragraph, describe the experiment, main characters and identify the major conflict or problem the tesco deli club, main characters are trying to solve.

You can also write another paragraph about the other characters in experiment the book. Plot Details: In writing about the history, plot, you dont need to kansas, tell every detail of the story. Instead, focus on the main sequence of events. You can discuss plot highlights, from the rising action to tesco deli club, the books climax and conflict resolution. Make sure you mention the authors use of any literary devices youve been studying in class.

Book Reports on Non-fiction. If you are writing a book report on a biography or other factual text, youll want to devote the body of your book report to kansas experiment, a description of the the man, books subject and kansas experiment the authors points of view. Use the eco cities, chapter headings to kansas experiment, help you present the poo, authors ideas and arguments in experiment an orderly manner. As with a fictional plot, you dont have to who planted trees summary, cover every argument made by the author. Instead, choose the main ideas and the ones most interesting to you. If you read a biography, write about experiment, some of the important events in the persons life. Personal Evaluation and china contributions Conclusion. Youll like writing the kansas experiment, final paragraph because it is here that youll be able to offer your own critique of the about Uncle Tom’s Cabin Stowe, book.

What are the books strengths and weaknesses? Did the experiment, book hold your interest? What did you learn from the book? If you read a work of fiction, how did the eco cities, book affect you? If you read non-fiction, were you swayed by the authors arguments? Try to be balanced in your opinions, and kansas experiment support your statements with examples from the book. Give your honest opinion of the book and whether or not you would recommend it to others. Feminist! Revising, Editing, and Publishing. Kansas! After youve drafted your book report, youre ready to follow the next three steps of the writing process: revising, editing, and about Uncle publishing. Kansas! resume s3 usb device xHCI controllers must implement at least one xHCI Supported Protocol Capability structure for experiment, USB 2.0. Windows 10 for eco cities, desktop editions (Home, Pro, Enterprise, and Education) x64. Windows 10 for kansas, desktop editions (Home, Pro, Enterprise, and people Education) x86. Windows 10 Mobile ARM. Windows 10 Mobile x86. Windows Server 2016 x64.

Extensible Host Controller Interface (xHCI) controllers must implement at least one xHCI supported protocol capability structure for USB 2.0 as described in section 7.2 of the xHCI specification. This affects backward compatibility with USB 2.0. Device.BusController.UsbController.MaintainDeviceStateOnResumeS1andS3. USB host controller must maintain device state on resume from S1 or S3. Windows 10 for desktop editions (Home, Pro, Enterprise, and Education) x64. Windows 10 for desktop editions (Home, Pro, Enterprise, and Education) x86.

Windows 10 Mobile ARM. Windows 10 Mobile x86. Windows Server 2016 x64. For the kansas experiment, host controller to maintain the device state, the USB host controller must not issue a USB bus reset on a system sleep state transition from S3 to S0 or from S1 to S0. USB host controllers that are integrated or embedded into tesco deli club, the south bridge chipset must decouple the USB bus reset from the PCI bus reset to kansas, reduce resume time. Resume operations from china contributions S1 or S3 must not generate USB bus resets.

A USB bus reset is a reset signal that is kansas experiment, sent over the USB bus to people, USB devices that are connected to experiment, the USB host controller. Systems that have a USB keyboard attached are allowed to perform USB bus resets to unlock the system by using a password when the system resumes from eco cities S3. For security purposes, the BIOS in a mobile system is allowed to issue a USB bus reset if the kansas experiment, system is red kangaroo adaptations, attached to kansas, a docking station that has a hard disk drive (HDD) that is password-locked on first resume. A reset of the HDD password is allowed whether or not the mobile system is docked. The following scenarios are allowed:

Undocked systems with a password-enabled HDD. Docked systems with a password-enabled HDD. Addition or removal of an HDD. If the adaptations, docking station does not have a native HDD or the docking station does not have a password, the BIOS must not issue a USB bus reset. It is acceptable to kansas, allow the controller to eco cities, lose power in S3 when the system is on battery power. See the Enhanced Host Controller Interface Specification for experiment, Universal Serial Bus, Revision 1.0, Appendix A.

This requirement does not apply to people poo, systems that support Connected Standby. Device.BusController.UsbController.MustResumeWithoutForcedReset. All USB host controllers must work properly upon resume from experiment sleep, hibernation, or restart without a forced reset. Windows 10 for political example, desktop editions (Home, Pro, Enterprise, and Education) x64. Windows 10 for desktop editions (Home, Pro, Enterprise, and Education) x86. Windows 10 Mobile ARM. Windows 10 Mobile x86. Windows Server 2016 x64.

All USB host controllers work properly upon resume from sleep, hibernation, or restart without a forced reset of the USB host controller. A reset of the entire USB host controller results in experiment significantly increased time that it takes for all USB devices to tesco deli club, become available after system resume since there could be only one device at address 0 at a time, this enumeration has to be serialized for kansas, all USB devices on eco cities the bus. We have also seen that resetting the host controller can lead to an illegal SE1 signal state on some host controllers, which in turn can cause some USB devices to experiment, hang or drop off the political socialization, bus. Moreover, devices cannot maintain any private state across sleep resume as that state will be lost on reset. Device.BusController.UsbController.PreserveDeviceStateAfterDisableEnable. USB controller must preserve device states after a disable and re-enable. Windows 10 for desktop editions (Home, Pro, Enterprise, and Education) x64. Windows 10 for desktop editions (Home, Pro, Enterprise, and Education) x86. Windows 10 Mobile ARM.

Windows 10 Mobile x86. Windows Server 2016 x64. If a USB controller is disabled and experiment then re-enabled, all devices that were attached to the controller before the USB controller was disabled are required to be present after the USB controller is contributions, re-enabled. Device.BusController.UsbController.UsbifCertification. USB host controller is USB IF certified.

Windows 10 for desktop editions (Home, Pro, Enterprise, and Education) x64. Windows 10 for desktop editions (Home, Pro, Enterprise, and kansas experiment Education) x86. Windows 10 Mobile ARM. Windows 10 Mobile x86. Windows Server 2016 x64. USB host controllers must pass USB Implementers Forum (IF) testing. For details, see the tesco deli club, following link: USB Type-C PD silicon (e.g., PD controller) must implement version 1.1 of the USB Type-C spec or higher and revision 2.0 v1.1 of the kansas, PD spec or higher and must be certified according to the USB-IFs USB-C product testing matrix.

Note: Since USB-IF is currently not certifying controllers for Windows on ARM systems, the Windows on example ARM controllers are exempt from kansas needing to red kangaroo behavioural adaptations, get full USB-IF certification. Instead, the experiment, WoA controllers are expected to pass all Windows Hardware Certification tests which include eventing, loop back, and registers tests that get run as part of USB-IF certification. Device.BusController.UsbController.UsbTypeCAltModeCertification. USB Type-C Alternate Mode sub-systems are certified with their respective organizations. Windows 10 for desktop editions (Home, Pro, Enterprise, and Education) x64. Windows 10 for desktop editions (Home, Pro, Enterprise, and Education) x86. Windows 10 Mobile ARM. Windows 10 Mobile x86. Windows Server 2016 x64.

If the USB Type-C PD silicon (e.g., PD controller) supports an eco cities, Alternate Mode Standard and kansas experiment the industry group that owns that Standard has a corresponding certification, the silicon must get that certification, in addition to USB-IF certification. For example, if USB Type-C PD silicon supports DisplayPort Alternate Mode in red kangaroo behavioural adaptations addition to USB and PD, then that silicon must be certified by VESA for the DisplayPort functionality, in addition to the USB-IF for USB and PD functionality. Certification for vendor-specific Alternate Modes is not required. Device.BusController.UsbController.UsbTypeCUCM. USB Type-C Sub-systems support UCM. Windows 10 for kansas, desktop editions (Home, Pro, Enterprise, and Education) x64. Windows 10 for desktop editions (Home, Pro, Enterprise, and Education) x86.

Windows 10 Mobile ARM. Windows 10 Mobile x86. Windows Server 2016 x64. USB Type-C PD silicon (e.g., PD controller) that run on a Windows 10 system and do not implement UCSI must ship with a 3 rd -party UCMCx client Driver. 3 rd -party UCMCx client drivers must be implemented as per the following MSDN documentation: The UCMCx client driver is required to the implement the following APIs:

If the system or controller supports Power Delivery, the following additional requirements apply: If the system or controller exposes dual role ports, the following additional requirements apply: Device.BusController.UsbController.UsbTypeCUCSI. USB Type-C Sub-systems that support UCSI implement it correctly. Windows 10 for desktop editions (Home, Pro, Enterprise, and eco cities Education) x64. Windows 10 for kansas, desktop editions (Home, Pro, Enterprise, and Education) x86. Windows 10 Mobile ARM. Windows 10 Mobile x86.

Windows Server 2016 x64. USB Type-C PD silicon (e.g., PD controller) that runs on Windows 10 and implements its PD/USB Type-C state machine in an Embedded Controller must implement UCSI v1.0 (or later). In addition, it must implement the following optional features from UCSI spec. The system or controller must support the following notifications within this command: Supported Provider Capabilities Change. Negotiated Power Level Change. The system or controller must support the eating poo, following Connector Status Changes within this command: Supported Provider Capabilities Change. Negotiated Power Level Change. The system or controller must support the following field in GET_CONNECTOR_STATUS Status structure. Device.BusController.UsbController.TestedUsingMicrosoftUsbStack.

xHCI controllers must be tested with Microsoft's xHCI Stack installed. Windows 10 for desktop editions (Home, Pro, Enterprise, and Education) x64. Windows 10 for desktop editions (Home, Pro, Enterprise, and Education) x86. Windows 10 Mobile ARM. Windows 10 Mobile x86. Windows Server 2016 x64.

Extensible Host Controller Interface (xHCI) controllers must be tested with Microsoft's xHCI stack installed and enabled on a Windows system. Support for experiment, all USB transfer types (ISoch, Interrupt, and Bulk) will be checked to ensure basic compatibility. Device.BusController.UsbController.XhciAc64Bit. xHCI controllers must set the tesco deli club, AC64-bit in kansas the HCCPARAMS register to red kangaroo behavioural, 1. Windows 10 for kansas, desktop editions (Home, Pro, Enterprise, and Education) x64. Windows 10 for desktop editions (Home, Pro, Enterprise, and adaptations Education) x86. Windows 10 Mobile ARM. Windows 10 Mobile x86. Windows Server 2016 x64.

xHCI controllers must set the AC64-bit in the HCCPARAMS register to 1 as described in Section 5.3.6 of the xHCI specification. Therefore, the controller must support: 64-bit addressing, described in section 5.3.6. 64-bit register access, described in experiment section 5.1. Design notes : Checking for AC64 to be set is a simple register check in the compliance driver. To test 64-bit addressing, we will need to political, require the WLK user's client system to have at least 6 GB of kansas, RAM.

The test will use MmAllocateContiguousMemorySpecifyCache to get physical memory above 4 GB. It will validate in some way that the controller can access this memory area. Tesco Deli Club! The test will try writing one or more registers using a 64-bit register access and reading back using 64-bit register access to confirm that registers are updated correctly. An example of a reasonable register to test is: Event Ring Segment Table Base Address Register (ERSTBA) (section If AC64 is not set, there is nothing to test. Device.BusController.UsbController.XhciAddInCardsMapPortsConsistently. xHCI add-in cards must map USB 3.0 and USB 2.0 ports consistently. Windows 10 for desktop editions (Home, Pro, Enterprise, and Education) x64. Windows 10 for experiment, desktop editions (Home, Pro, Enterprise, and Education) x86.

Windows 10 Mobile ARM. Windows 10 Mobile x86. Windows Server 2016 x64. Consistent USB 2.0 and USB 3.0 port mapping is tesco deli club, required to help the experiment, operating system to effectively manage the ports. Note: This requirement only applies to add-in cards because port mapping for contributions, integrated xHCI controllers should be performed via Advanced Configuration and Power Interface (ACPI). For more information, see the SYSFUND 226 requirement. For Extensible Host Controller Interface (xHCI) add-in cards (where add-in card is defined as a card that is kansas, not integrated onto china contributions, the motherboard), the complexity of this requirement varies significantly depending on whether the add-in card contains any internal (integrated or embedded) hubs. If there are no internal hubs, then the port numbering must correlate as given in xHCI v1.x specification.

That is, the kansas experiment, first USB 3.0 port must be connected to the same connector as the first 2.0 port, the second with the socialization, second, and so on. For example, if the USB 2.0 ports are numbered 1 and kansas 2, and china contributions the USB 3.0 ports are numbered 3 and 4, ports 1 and 3 must map to the same connector, and ports 2 and 4 must map to kansas, the same connector. For more information, see the xHCI v1.x Specification, sections and Behavioural! If the host does not have any internal hubs, then the experiment, remaining text of people eating, this requirement can be ignored. However, if there are internal hubs (either integrated or embedded), then the requirement is more involved. Note that strictly speaking, XHCI specification does not allow such hubs for add-in cards because the port mapping information cannot be communicated to the software via ACPI. But through this requirement, we are allowing such hubs and defining the experiment, required port mapping. Feminist! However, this mechanism has some limitations and it does not allow arbitrary configurations that are allowed for integrated controllers when described by ACPI.

For add-in cards, xHCI host controllers may implement integrated hubs and/or embedded hubs as defined in xHCI specification sections and Embedded hubs need not be limited to kansas experiment, being on the system board. However, the following limitations apply: Embedded hubs of contributions, add-in cards must be USB 3.0 hubs (this limitation is kansas, unique to the scenario of this requirement and not part of the china, xHCI specification). An add-in card may have at most 1 integrated hub. If an add-in card has an integrated hub, it must have only kansas, 1 USB2 protocol port on the root hub. This port is the port connected to the integrated hub. An add-in xHCI card that implements an china contributions, integrated hub must set the Integrated Hub Implemented (IHI) bit in the USB 2.0 xHCI Supported Protocol Capability structure to '1' for the root hub port connected to kansas experiment, an integrated hub (refer to section of the xHCI specification). All integrated or embedded hubs must be marked non-removable in their parent ports.

The implementation of people, integrated hubs determines the External Ports of the controller. External Ports are a concept defined in section 4.24.2 of the kansas experiment, xHCI specification to order ports, so that they can be mapped to connectors. Political Example! In all cases, let there be n USB2 protocol External Ports numbered 1 to n , and m USB3 protocol External Ports numbered n +1 to n + m . External Port numbers are assigned to meet the following properties (not defined in the xHCI specification). Note that integrated hubs must be USB 2.0 hubs. If the xHCI implements an kansas, integrated hub, then n , the number of USB2 protocol External Ports, equals the tesco deli club, number of kansas experiment, downstream facing ports on poo the integrated hub. Otherwise, n equals the kansas, number of eco cities, downstream facing USB2 protocol ports on the root hub.

m , the number of USB3 protocol External Ports, equals the experiment, number of downstream facing USB3 protocol ports on the root hub. Assign External Port numbers such that External Ports 1 through n are USB2 protocol ports and External Ports n +1 through n + m are USB3 protocol external ports, and feminist movement history the ordering ports within each protocol is preserved. If embedded hub(s) are not present: The USB2 protocol External Ports and kansas USB3 protocol External Ports must be mapped to connectors using the red kangaroo behavioural adaptations, default mapping described in section of the xHCI specification under the heading When an kansas experiment, Embedded hub is red kangaroo behavioural adaptations, not implemented. If embedded hub(s) are present: The embedded hubs must be USB 3.0 hubs. First, determine the connector mapping as it would be without any embedded hubs, using the kansas, default mapping from section of the xHCI specification. For each embedded hub, both upstream ports must be connected to the same connector. People Poo! The embedded hubs' downstream ports map to new connectors in the same way as the ports of a non-embedded USB 3.0 hub. Non-exposed connectors: Devices embedded in the host controller must be marked non-removable in their parent ports. Kansas! If, according to the connector mapping above, a non-removable peripheral device's connector is shared with a second port, the second port must not be connected or connectable to any device. On the tesco deli club, other hand, any connector whose port(s) are all marked as removable is considered to kansas experiment, be an exposed connector, i.e., it must be physically connectable. Note that if there is no ACPI information, a root hub cannot have both an embedded USB2 device and an integrated USB2 hub; instead, the embedded device must be attached to the integrated hub.

Device.BusController.UsbController.XhciAddInCardsReportInternalDevices. xHCI controller add-in cards must correctly report internally attached devices. Windows 10 for desktop editions (Home, Pro, Enterprise, and Education) x64. Windows 10 for desktop editions (Home, Pro, Enterprise, and feminist Education) x86. Windows 10 Mobile ARM.

Windows 10 Mobile x86. Windows Server 2016 x64. Extensible Host Controller Interface (xHCI) controllers must indicate internally attached devices by setting the device removable (DR) bit in experiment the PORTSC register to 1 for every port that has an internally attached device. This applies to controllers that do not have ACPI information. For more information, see section 5.4.8 of the xHCI Specification. This requirement will prevent the operating system from flagging non-removable devices as removable. Add-in cards are defined as host controllers that are not integrated onto the motherboard. Note: This requirement only tesco deli club, applies to kansas, add-in cards because port mapping for integrated xHCI controllers should be performed via Advanced Configuration and eating poo Power Interface (ACPI). Device.BusController.UsbController.XhciSupportDebuggingOnAllExposedPorts. xHCI controllers must support USB debugging on kansas all exposed ports. Windows 10 for desktop editions (Home, Pro, Enterprise, and Education) x64.

Windows 10 for desktop editions (Home, Pro, Enterprise, and Education) x86. Windows 10 Mobile ARM. Windows 10 Mobile x86. Windows Server 2016 x64. Extensible Host Controller Interface (xHCI) host controllers are debug-capable on all ports.

Ports that have embedded non-removable devices attached do not need to report debug capability. USB debugging is eco cities, defined in section 7.6 of the xHCI specification. This requirement does not apply to add-in card host controllers. Device.BusController.UsbController.XhciSupportMsiMsixInterrupts. xHCI controllers must support MSI and/or MSI-X interrupts. Windows 10 for desktop editions (Home, Pro, Enterprise, and Education) x64. Windows 10 for desktop editions (Home, Pro, Enterprise, and Education) x86.

Windows 10 Mobile ARM. Windows 10 Mobile x86. Windows Server 2016 x64. Extensible Host Controller Interface (xHCI) controllers support Message Signaled Interrupts (MSI) and MSI-X interrupts as defined in section 6.8 of the PCI Local Bus Specification, revision 3.0 and section 5.2.6 of the xHCI Specification. Device.BusController.UsbController.XhciSupportsMinimum31Streams. xHCI controllers must support at least 31 primary streams per endpoint. Windows 10 for desktop editions (Home, Pro, Enterprise, and kansas Education) x64. Windows 10 for desktop editions (Home, Pro, Enterprise, and Education) x86.

Windows 10 Mobile ARM. Windows 10 Mobile x86. Windows Server 2016 x64. Refer to the eXtensible Host Controller Interface specification, section 4.12.2. This requirement is for the MaxPSASize in tesco deli club the HCCPARAMS to be set to experiment, 4 at the minimum to enable ultimate data transfer rate with UAS devices.

Storage devices based on the USB Attached SCSI Protocol (UASP) will utilize streams to achieve faster data transfer rates. To enable the best experience with these devices, every xHCI controller will need to support at least 31 primary streams. Device.BusController.UsbController.XhciSupportsRuntimePowerManagement. USB xHCI host controllers must support runtime power management including, if implemented, runtime wake. Windows 10 for eco cities, desktop editions (Home, Pro, Enterprise, and Education) x64. Windows 10 for desktop editions (Home, Pro, Enterprise, and Education) x86. Windows 10 Mobile ARM. Windows 10 Mobile x86. All USB xHCI host controllers must support runtime power management, as required by the eXtensible Host Controller Interface specification, version 1.0, Section 4.15. Runtime is defined as the system working state (S0), including the experiment, Connected Standby sub-state of S0 if the controller is tested on people a system that supports Connected Standby. Power management of the kansas experiment, host controller encompasses software-initiated idle power down (controller low power state such as D3), software-initiated power up, and, optionally, hardware-initiated wake signaling.

If the xHCI controller is eco cities, reported to support runtime wake signaling, it must be able to wake itself successfully upon kansas experiment any of the following events: A) Any port detecting device wake signaling B) Any port detecting connect, disconnect, or overcurrent, when the corresponding PORTSC Wake on Xxx bit is set to '1'. For more details, see Section 4.15 of the xHCI specification. To report whether the red kangaroo adaptations, controller supports runtime wake signaling: For add-in controllers, the experiment, controller's PCI configuration space must accurately report whether the controller is capable of tesco deli club, waking up via PME. Experiment! Note: reporting that the example, controller supports waking up via PME implies that the controller can both successfully perform PCI wake at runtime, and successfully wake the system from a system low power state, in accordance with the appropriate PCI specification. Experiment! For integrated controllers, the ACPI _S0W object must report whether the controller is capable of runtime wake signaling.

Device.BusController.UsbController.XhciVersionCompliant. USB 3.0 controllers are XHCI version compliant. Windows 10 for desktop editions (Home, Pro, Enterprise, and history Education) x64. Windows 10 for desktop editions (Home, Pro, Enterprise, and kansas Education) x86. Windows 10 Mobile ARM. Windows 10 Mobile x86.

Windows Server 2016 x64. USB 3.0 controllers must comply with the Extensible Host Controller Interface (xHCI) Specification version 1.0 and any USB-IF Errata that are released by the USB-IF. In 2019 Microsoft will transition to the text of socialization example, this requirement being USB 3.1 controllers must comply with the Extensible Host Controller Interface (xHCI) Specification version 1.1 and any USB-IF Errata that are released by the USB-IF. Experiment! . Microsoft strongly encourages transitioning to being compliant with the china contributions, specification version 1.1 before the 2019 date.

The failure of child protection and the need for a fresh start. This was published under the 2010 to 2015 Conservative and Liberal Democrat coalition government. Education Secretary speech on child protection on 19th November at the Institute of Public Policy Research. [We apologise for the sound quality.] I am very grateful to the Institute of Public Policy Research (IPPR) for giving me a platform today. The IPPR has been one of the most influential organisations in shaping social policy in Britain over the last two decades. The work you have done has ensured the kansas case for greater social justice has been prosecuted with both passion and rigour. And under Nick Pearces directorship and James Purnells chairmanship your intellectual energy has never been greater. I want to tesco deli club, talk today about a theme I have touched on before - the way in which our society has put the interests of adults before the needs of children. In other speeches I have given and articles Ive written Ive argued that the interests of adults in kansas our education system have too often been given precedence over the needs of children.

I have argued that the interests of eating, trades unions in protecting outdated working practices, the interests of academic ideologues in kansas defending theoretical positions and the interests of tesco deli club, politicians in experiment preserving their power networks have all worked against china contributions, the flexible, empirically-based, child-centred education policy we need. A genuinely progressive education system, I have argued, should be judged on how effectively it helps children transcend the kansas experiment circumstances of their birth and eco cities how comprehensively it equips them to take control of their own lives. That is why I believe in school league tables based on externally set and marked exams, because while they may be uncomfortable reading for some adults they help us identify the teaching practices which are best for our children. That is why I believe in breaking open local monopolies of kansas experiment, educational provision because while that may challenge the arrangements that suit adults in power it creates a dynamic which ensures we all do better for children. And its why I believe we need to make it easier to remove bad teachers, and example pay good teachers more based on proven performance - because while that may disrupt assumptions adults have got used to, it guarantees that we reward those who put children first.

Today, however, I want to talk about another if anything more important area where the interests of kansas, adults have come before the needs of children. The failure of our current child protection system. I want to talk about child protection. Specifically, how we care for the most vulnerable children those at risk of neglect or abuse those who come into the care of others because their families cannot care for them. And I want to begin with an china contributions, admission.

The state is currently failing in its duty to keep our children safe. It may seem hard to believe - after the killing of Victoria Climbie, after the torture of Peter Connelly, after the kansas experiment cruel death of behavioural, Khyra Ishaq surely as a society, as a state, we must have got the message. But, I fear, we havent. We are not asking the tough questions, and kansas experiment taking the necessary actions, to prevent thousands of children growing up in eating poo squalor, enduring neglect in their infancy, witnessing violence throughout their lives and being exposed to emotional, physical and sexual abuse during the years which should be their happiest. The facts are deeply depressing. Too many local authorities are failing to experiment, meet acceptable standards for child safeguarding. Too many children are left for far too long in homes where they are exposed to appalling neglect and criminal mistreatment.

We put the rights of biological parents ahead of vulnerable children - even when those parents are incapable of leading their own lives safely and with dignity never mind bringing up children. When we do intervene it is often too late. When children are removed from eco cities, homes where theyre at risk theyre often returned prematurely and exposed to danger all over again. Instead of kansas, concentrating properly on the appalling neglect and abuse visited on political children by those they know or who are in experiment the familys immediate circle we have been pre-occupied by the much smaller risk of tesco deli club, strangers causing harm and in so doing have established an intrusive and inefficient bureaucracy which creates a false feeling of security for parents while alienating volunteers and eroding personal responsibility. When things go wrong and children suffer we are not transparent about the kansas experiment mistakes which were made. We do not learn properly from what went wrong to socialization example, improve matters in the future. We do not support the experiment social work profession properly, nor have we modernised its ways of working in line with other professions. When children are taken into care we take far too long to find them a secure and loving home. We dont recruit enough foster parents for children with very challenging needs especially from example, more economically secure homes. We dont recruit enough adoptive parents and those heroic adults who do wish to adopt are treated consistently poorly by a system which does not put childrens interests first. For those children who are placed in residential care homes, we dont provide sufficient support or security.

For older children in kansas their teenage years who are neglected or who are vulnerable to exploitation we dont provide enough respect or protection. And for all those who leave care we dont provide a sufficiently clear and secure path to the future. Today I want to lay out a path to a better future for children in need, at risk and in care. In so doing I will be explicitly challenging, deliberately uncompromising, blunt. I am sure there will be criticism, counter-arguments and equally blunt reaction. Because unless we have this discussion in the open free of cant, obfuscation, emulsifying jargon and poo euphemism we will not be able to arrive at a clear and enduring consensus about kansas, how we can better protect our children. The interests of adults their desire to escape criticism, avoid controversy and carry on much as before cannot be allowed to take precedence over the needs of people poo, our most vulnerable children.

Which is why it is necessary to highlight how poorly some parts of local government are discharging their responsibilities. After 160 Ofsted inspections of local authorities to see how effectively they safeguarded children less than 40 per kansas experiment cent got to a level we could be happy with only three per cent of local authorities were considered outstanding and just 36 per cent good. 45 per red kangaroo adaptations cent were ranked at kansas, Ofsted grade three what we call adequate but everyone now recognises is a situation which is not good enough and requires improvement - while 16 per cent were inadequate simply nowhere near good enough. And lest you think those judgements were unduly harsh, it should be pointed out that Ofsted revised its inspection framework in eco cities June this year to sharpen the focus on practice - the nitty-gritty of child protection. With the three inspection reports being published today 12 local authorities have been inspected under this framework. Six are at level three adequate and therefore requiring improvement. And five are inadequate. Kansas Experiment. What is also clear is that local authorities can get it right, and I congratulate Redbridge, whose inspection report is published today, for eating poo, their good child protection services and experiment wish them well on their journey to outstanding.

Also published today is Ofsteds latest inspection of child protection in Doncaster. The local authority, despite valiant efforts by many well-intentioned professionals, is found, after having improved slightly, to have slipped back to being inadequate. Ive taken a particular interest in child protection in people eating poo Doncaster because I, like many, was horrified by the events a few years ago in Edlington, a village within the Doncaster local authority area, which resulted in two innocent children being horrifically abused by other children who were themselves the victims of parental abuse and neglect. Kansas Experiment. I had the opportunity to meet the parents of those victims and was deeply moved by their courage and feminist movement history also determined that lessons be learned. I asked the kansas distinguished lawyer Lord Carlile, the behavioural adaptations author of a very well-received investigation into child abuse in Ealing Abbey, to investigate and kansas experiment his report is published today. It should be read alongside the Ofsted report into Doncaster to people, give a full picture of the child protection problems Doncaster has faced. Anyone reading both reports will appreciate that the problems Doncaster faces are not amenable to a quick fix. Nor is there any single individual - or group - whom we can say are alone responsible for the problems Doncaster faces. But the situation is unacceptable, and needs radical change and improvement. I travelled to Doncaster to talk to the parents of the victims in experiment the Edlington case, and earlier this month I visited Doncaster again to feminist movement, talk to kansas experiment, the Chief Executive and the Director of political, Childrens Services. I hope to kansas, meet the towns MPs next week, and will announce after that meeting the action I intend to take.

I asked Lord Carlile to look at the situation in Doncaster because there were problems specific to the town which required expert external analysis. But in asking him to take on this work I was keen not just that we should learn lessons specific to Doncaster - but also that he should make recommendations about wider changes we needed to make to improve child protection. Reading his report, I have found his overall argument compelling. Behavioural Adaptations. There are a series of specific recommendations, many of which I am instinctively drawn to and all of kansas, which deserve careful consideration. The Government will respond formally to all the recommendations in due course. But I want there to behavioural adaptations, be a time for debate before the time of decision. Because one of the reasons why I like Lord Carliles approach so much is that he issues tough challenges - as I hope to today - and if we speak plainly then in fairness we need to hear how others respond before acting.

A childs need for protection trumps the adults interests in the child. And one of the first arguments where I want to hear how people respond is the case Lord Carlile makes that we should be much more assertive in taking children out of homes where they are at risk. Lord Carliles thinking chimes with the Education Select Committees recommendation in its report last week on child protection. Kansas. Its another excellent analysis which richly repays reading and it makes the point that the balance of evidence is heavily in favour of care for vulnerable children being considered at an earlier stage for many children. The report asks that ministers should encourage public awareness of that fact. Let me try to do so now.

I firmly believe more children should be taken into care more quickly, and political that too many children are allowed to stay too long with parents whose behaviour is unacceptable. I want social workers to be more assertive with dysfunctional parents, courts to be less indulgent of poor parents, and the care system to experiment, expand to people poo, deal with the consequences. I know there are passionate voices on the other side of the debate. They express sincere concerns about kansas, children being separated from loving parents in stable and secure families and heart-breaking battles to bring those children home. I dont deny that such cases exist. But there is no evidence that they are anything other than a truly tiny number. Whereas there is mounting evidence that all too many children are left at risk and in squalor - physical and moral - for socialization, far too long. Giving evidence to the House of experiment, Commons Select Committee, Martin Narey, the former chief executive of Barnardos, underlined that he had never come across a case of a child being taken wrongly into care but he had come across all too many cases where he was astonished that we have not intervened. Martin cited a report - commissioned by the last Government - which showed that Thresholds of entry to eco cities, care were often high. 92 per cent of children in experiment the study had experienced two or more forms of maltreatment, including neglect, emotional abuse, physical abuse and sexual abuse.

In a number of cases, the abuse or neglect of children had persisted for political socialization example, many years without decisive action by kansas childrens services or the courts. Recent academic research is political socialization example consistent in underlining the damage done by delaying intervention and The Home or Care?, the Neglected Children Reunification and the Significant Harm of Infants Studies found extensive evidence of the consequences of abuse in experiment childrens delayed development, poor speech and red kangaroo behavioural adaptations language, poor school performance, decayed teeth and untreated medical conditions, as well as in numerous emotional and behavioural problems, particularly violence and kansas experiment aggression. And when Professor Elaine Farmer and colleagues carried out political example, a five year follow up study of neglected children returned home, they found that even when we do intervene we still return children to abusive homes too early - and in too many cases. She studied 138 neglected children who had been returned to their families. After two years, 59 per cent of children returned home had been abused or neglected, and after five years, 65 per cent of kansas experiment, returns home had ended. In half of the families, children had experienced two or more failed returns home, with some children repeatedly returned home to circumstances that remained unchanged and about which social workers had concerns.

But dry numbers alone cannot convey the eco cities real - enduring - pain we cause children when we leave them in kansas experiment danger. You need to read the people serious case review into the case of Peter Connelly to kansas, confront the reality of a child left, uncared for and neglected, to soil himself and contributions starve and then, when he cried out in his anguish, the people who should have cared for him allowed him to be violently assaulted. You need to read the serious case reviews of experiment, children in Southampton and Bristol whose substance-abusing parents were so incapacitated their own children died from ingesting their parents methadone. You need to read the china words of Sylvie Carver in last weeks Times, when she wrote of her own experience. The neglected child can sit in kansas a soiled nappy for hours, piss-soaked vests are not changed but just turned inside out and the nappy rash never quite goes away. As a toddler this baby learns to red kangaroo adaptations, take its own nappy off when it cant bear the pain of the full nappy rubbing against the rash. He also learns to shove as much food as is offered into kansas experiment, his mouth because living with a neglectful parent means, for many reasons, regular mealtimes dont exist. Life is chaotic and food turns up as unexpectedly as your absent dad wanting the political socialization child benefit to drink up in the pub. Your parent might only sort out a meal when they feel hungry and anyone on drink and drugs doesnt do three meals a day.

When parents are wrecked you might get some money for sweets or a swig of the medicine that seems to experiment, make them happy, but when they are bored with you they ignore you. The house is so chaotic and out of control that even when youre old enough to bath yourself you can never get clean. You run a bath in a scummy tub and when you get out you dry yourself with a mouldy towel and get into tesco deli club, dirty clothes. In all too many cases when we decide to leave children in need with their biological parents we are leaving them to endure a life of soiled nappies and scummy baths, chaos and hunger, hopelessness and despair. These children need to kansas, be rescued, just as much as the victims of any other natural disaster. But because of eating poo, what has been called optimism bias - the belief that with a little more help and support the family will, at last, at kansas experiment, long, long, last mend its ways - we leave children in people poo danger for too long. Social workers are encouraged to develop relationships with adults who are careless of their own welfare and dignity.

And for perfectly understandable reasons sometimes professionals are reluctant to directly and robustly challenge the behaviour of people whose trust they are trying to win. Kansas. But all the time, while adults are trusted, children continue to red kangaroo, suffer. Social workers - partly because so much of their time is spent in kansas experiment uniquely difficult circumstances many of people eating poo, us will never encounter - can become desensitised to the squalor they encounter and kansas less shockable overall. Which is why its up to political example, the rest of us to kansas experiment, show leadership. That means supporting social workers who are prepared to red kangaroo, take children into care when parents are in kansas experiment the grip of eating poo, drug or alcohol abuse, backing social workers who rescue children from homes where they are left in their own urine and faeces for days, left to forage for scraps of food and drink and denied warm, clean bedding and clothing. It also means being clear that the presence of kansas, a sequence of males in a relationship with vulnerable women when those men are not the biological fathers of children in the house is a danger sign. Especially if there is the slightest evidence that either adult is a substance abuser or the man has any record of domestic violence. Refraining from passing judgement on china adult lifestyles in these circumstances is condemning children to an unacceptable level of risk. It is putting our fear of offending adults ahead of the needs of children in need.

I know the counter-arguments. There are already too many children in kansas experiment care, some say. Well the current number of tesco deli club, around 67,000 is lower than the number in 1981 when it was 92,000 - and there is in any case no such thing as a right number overall - only kansas experiment, a right solution for eco cities, every child in kansas experiment need. Precisely, say others, and tesco deli club care is itself damaging - look at the numbers of care leavers who are unemployed, whose health is severely impaired or who are in prison. Care is a terrible misnomer. Looked after children are really passed over children. Well I wont deny there are many things we must do - urgently - to improve the treatment of and prospects for children and experiment young people in care. Not least, to improve the education they receive, to make sure that they leave school and eco cities college with good, valuable qualifications, ready to progress into higher education (HE), work and adult life. But those who point to experiment, the numbers in prison, or suffering mental health problems, or in poor schools, or without qualifications, or who are unemployed and who are, or have been in care, and conclude that it is always care that is responsible for contributions, these terrible outcomes are making a terrible error. They are confusing correlation and experiment causation.

Its as foolish as concluding that because so many die in hospital, hospitals are bad for tesco deli club, your health. These children do not face difficulties later in life because they have been in care. These children are in care because of the terrible circumstances they have endured already in their lives. They are, in all too many cases, damaged young people. And while care is far from perfect it is much, much better than neglect, let alone the risk, or reality, of abuse. So - again - I hope I am clear. A rising number of young people in care is not a cause for concern in itself. What is a cause for concern is the horrific neglect and abuse that care can be a rescue from. We have been looking for danger in the wrong places.

And - as I hope I have also made clear - because the neglect and abuse children face is kansas experiment - tragically - generally visited on them by those they already know - parents, mums new boyfriend, members of an extended family as in the Matthews case or with Peter Connelly - we have been guilty of feminist movement history, a tragic misallocation of effort and energy recently in concentrating so much on experiment stranger danger. Yes, there are predators targeting children for eco cities, sexual abuse, as well as those who traffic vulnerable young people. And we have already taken steps to tackle these problems. My colleague Tim Loughton developed and kansas experiment published the first Child Sexual Exploitation Action Plan - bringing together those most engaged in fighting this evil. The Deputy Childrens Commissioner, Sue Berelowitz, will shortly publish her interim report on child sexual exploitation by gangs and groups and it will also help us make the contributions changes we need to keep children safe. I will turn in a moment to how we protect those most at risk from kansas, organised exploitation.

But while the china threat of criminally organised paedophilia is real, the balance of recent media coverage might lead some to believe that the greatest present danger to children is from powerful strangers who hide their abuse behind a cloak of celebrity or in the dark recesses of the corridors of power. The majority of perpetrators sexually assault children known to them, with about 80 per cent of offences taking place in experiment the home of either the people offender or the kansas victim, and, by definition, almost all neglect occurs at the hands of the parent or care giver. And that is contributions why the huge panoply of kansas, regulation which started with CRB checks and culminated under the last Government in an Act of Parliament requiring eleven million of us to register before we could even help at china, a Sunday school or drive a minibus from one sporting venue to another was an over-reaction. Thankfully, my colleague Theresa May has restored matters to kansas, a far more common sense position. From 2013, organisations can use just one check for any adult working with children, and the numbers requiring a check have been cut back to sensible proportions so writers visiting school classrooms dont have to be vetted by the state for their suitability. But it is still the case, I feel, that by putting so much stress on a CRB regime that sought to limit the china danger from strangers and gave some the false comfort that we could regulate and experiment license sin out of tesco deli club, all our lives, we actually only ended up damaging the voluntary spirit and introducing suspicion into perfectly normal and kansas healthy interactions between children and adults.

Music teachers were told never to touch young violinists. Teachers were afraid to eco cities, comfort young children in pain with a consolatory hug or restrain violent youngsters when they were a danger to themselves and others. This misdirection of attention risked making normal adult child contact seem suspect while at the same time, as I have pointed out, the criminal neglect and abuse of children by irresponsible adults was accepted far beyond what any of us should have considered tolerable. This regrettable state of affairs has been a consequence of failing to kansas, follow the data, and instead succumbing to lurid fears which lurk in our psyches and take hold of the public imagination after particularly turbulent news cycles. Home office data shows of the poo 56 children murdered, 16 in 2011, 77 per cent, knew the person suspected and 64 per experiment cent were killed by behavioural a parent or step-parent. The debate about how we improve child protection needs - like all policy debate - to be informed by evidence and open examination of what the data tell us. Transparency when adults get it wrong helps us get it right for kansas, children in the future. That is people eating poo why I have been determined to ensure that when things do go wrong - as they always will - we must make sure we are rigorous in analysing our errors and clear about how everyone may learn the kansas appropriate lessons. After every child death - or indeed any serious case of abuse or neglect - the law states there should be a full Serious Case Review - a dispassionate assessment of tesco deli club, what went wrong and why, so we can all improve practice in the future. But, under the last Government, SCRs were kept secret and all that was published were bland and experiment uninformative executive summaries drafted in vapid jargonese, risking the wrong lessons being drawn.

It seemed to me that - once again - we were getting our child protection system wrong by putting the interests of socialization, adults before those of children. It suited adults who had made mistakes - the police, lawyers, doctors and others who had, for example, failed Peter Connelly - to have their errors kept hidden behind a veil of confidentiality. No real sense of what went wrong could be divined from a bland exec summary. So no action which would make the kansas experiment lives of socialization, those who had made errors more uncomfortable could be taken. That is experiment why, in eco cities Opposition, I campaigned for the publication of kansas, Serious Case Reviews and in Government we have insisted on their being made public. After catastrophic incidents in other areas - for example air crashes - the entire aviation industry has an interest in learning what went wrong and incorporating lessons from the disaster into future good practice. Adaptations. The aircrafts black box yields information about precisely what went wrong - that is shared across the kansas industry entirely openly - and professionals can then improve their operations by learning from others errors. But in child protection, professionals have fought greater transparency, often citing the adverse effects publication might have on surviving victims of abuse or neglect, or even on the perpetrators as they are rehabilitated. I find these arguments are - more often than not - spurious. Families of victims - like those I talked to in Doncaster - want the fullest possible transparency - not only so they can achieve what psychologists call closure but also because they are determined that some good come from the suffering visited on them - and they believe good can only come if lessons are learned. As for publication of past crimes impeding rehabilitation, that is china contributions not an argument we have heard with respect to, say, the Hillsborough Panels Report and it is not an argument anyone who believes in open justice or free speech can ever be comfortable with.

Especially when non-publication so clearly serves the kansas experiment interests of those professionals who have failed. That is why I am glad that some local authorities have responded to our call for greater transparency by publishing SCRs - such as Leicester, North Somerset and tesco deli club Nottinghamshire. But I am still frankly frustrated that only 28 SCRs have been published since June 2010 of the 147 initiated and of which 80 have completed. I know in kansas experiment some cases we wait on the termination of legal proceedings before SCRs can be published but this still leaves a large proportion, well over tesco deli club half, unpublished. Lord Carlile - in his report - makes a series of suggestions about experiment, how we might reform the china SCR process. And I am open to arguments about how to reform and refine the process. But at kansas, the moment there is too much foot-dragging, prevarication and obfuscation. There is poo a lot of media noise about inquiries these days, some of kansas experiment, it frankly misdirected. But if there is tesco deli club any spare outrage going around it should be directed at those who are not publishing - in full - the current crop of kansas, SCRs - the contributions robust inquiries required into the real tragedies of child death, abuse and neglect which deserve genuine investigation. We need rapid progress towards greater transparency.

If that doesnt happen soon, we may need to legislate for kansas experiment, example to people eating poo, ensure that lessons learned investigations are carried out by investigators with a clear remit to publish the truth in full as rapidly as possible. Because at kansas, the moment there are real structural impediments to greater open-ness. One of the biggest is the way in which those responsible for child protection are held accountable. Eco Cities. The body which commissions an SCR in relevant cases is the kansas Local Safeguarding Children Board. China. But the members of the LSCB are generally representatives of those very organisations - the local authority, the local police force, the NHS and others - who have made mistakes in experiment child protection and red kangaroo behavioural whose errors need exposing. And the Chair of the LSCB - the principal watchdog - will be appointed by the Director of Childrens Services - the figure in experiment the local authority with direct responsibility for child protection. There is a clear potential conflict of interest. Which is why - at the very least - we need to change the way we appoint chairs of LSCBs. China. I am open to kansas experiment, suggestions and arguments about the future approach, provided we can ensure that it creates more pressure for accountability, transparency and political socialization more energetic action to protect children.

The structures adults hide behind need to be reformed in childrens interests. But this change can only be a first step. The whole structure we inherited - a tangled web of trusts, partnerships, committees and kansas boards pulling professionals away from their core responsibilities - has not made children safer. We need to tesco deli club, ensure there is clarity about who is responsible for what in child protection. And clarity over kansas experiment the steps required to keep children safe. The last Governments guidance in these matters, including Working Together to Safeguard Children, was over 700 pages long.

Impossible to digest, let alone remember, for any hard-working teacher or police borough commander pulled in every direction by the many competing demands on their time. Even at that length - perhaps indeed because of that length - professionals were still left confused and uncertain about basic principles of child protection. Professionals today - as serious case reviews I have read have revealed - still do not know what facts they can share with other professionals about children in need because there is no clarity in their minds over eco cities how data protection laws operate. We are working in Government to simplify - and clarify - the rules in experiment all of these areas. We are fortunate that directors of childrens services, the royal colleges and others are working with us. But let me again be frank. The over-complicated bureaucratic machinery we inherited diffuses accountability rather than clarifying it, makes sharing information more difficult, not easier, privileges process over results and committee attendance over action. We are taking steps to improve things as quickly as possible - following on from Eileen Munros superb work on how we improve childrens experience of people eating poo, child protection. But there is still much to do.

I still believe that the kansas best people to help lead improvements in childrens services are those from adaptations, local government who have outstanding track records in child protection. That is experiment why I have committed to funding the work done by the Local Government Association, the ADCS and SOLACE for another year. Behavioural Adaptations. Their approach teams strong councils with weaker councils to kansas experiment, improve child protection. But we need to see rapid progress if that support is to continue in eating poo the future. And critical to improvement - as Eileens own work so clearly demonstrates - is improving the quality of social work practice. Learning from kansas experiment, education when it comes to reforming the profession. One of the reasons why there has been so much bureaucratic intervention intended to regulate the social work profession into better performance is because previous governments had a fundamental lack of confidence in social workers themselves. As Andrew Adonis has pointed out - what was done for feminist movement, teachers now needs to be done for social workers. Experiment. They too need support to improve their practice. That is why the College of Social Work has been set up and we are planning to eco cities, establish the office of Chief Social Worker. More requires to experiment, be done - both in improving initial training and enhancing leadership - but the recognition is there - among ministers and social workers - that we need to work harder to improve how the eating poo profession operates.

And one of the most promising developments in experiment improving how the profession operates is the idea - first floated here at the IPPR by feminist a Teach First alumnus Josh McAllister - that we support a charity doing for Social Work what TeachFirst did for teaching. Frontline - the proposition Josh has advanced with such care, thought and passion - is a brilliant idea. It offers more talented graduates the chance to make a dramatic difference to the lives of our most vulnerable citizens. The same idealism which drew TeachFirst alumnae into experiment, the nations most challenging classrooms can now be harnessed to get committed, intelligent, compassionate leaders into the homes where children need most help. Tesco Deli Club. By providing a shorter and more focussed training programme - just as TeachFirst does with its recruits - one of the biggest barriers to entry for gifted graduates contemplating social work has been cleared. That is why I intend - on receipt of a proper business plan in experiment the next few months - to support Frontlines establishment and get it up and eco cities running as soon as possible. But if we are to improve the lives of vulnerable children it is not just more high quality social workers we need to recruit. Finding the right adults to care for children. We also need to recruit more foster parents. And more adoptive parents. We know that one of the surest foundations for any childs progress through life is a secure attachment with an adult who loves them in their earliest years.

And we know that for damaged children whove grown up in households where love is absent, fitful or glimpsed only occasionally when the haze of intoxication clears, the kansas search for example, love - indeed for almost any display of affection or even attention - can dominate their later years. Every child needs to be somewhere they are genuinely cared for, protected, and where the kansas adults looking after them love them and aspire for them to succeed in school and china as they grow into adulthood. When children are in an environment where they know they are loved they are also more ready to accept boundaries and kansas experiment limitations, because they know curtailments of their liberty or restraints on people poo their wilfulness are being imposed by someone whose heart is kansas committed to them rather than someone who is eco cities simply discharging a responsibility. Adoption means taking a child not just into your home but into your heart - it is a relationship for good in experiment every sense of the word. It means committing to another person for life in a way which as profound, indeed even more so, than marriage. That is why it is such a daunting responsibility. But also such a wonderful gift. And because I have benefitted from china contributions, that gift so much I am determined to ensure more and more vulnerable children also find loving homes for kansas, good.

If adoption is right for example, a child who is taken into care, we are doing everything we can to ensure that he or she is placed for adoption as soon as possible. That is why weve published data on the performance of local authorities in experiment helping children find adoptive parents - so we can learn from the best and challenge others to improve. Its also why weve changed rules to make it easier for eco cities, children to move out of the care system more quickly and into the arms of loving parents. Were legislating to ensure BME children are not left in care for many months longer than average because adults believe they need to find a perfect or even a partial ethnic match. Were changing the rules so that approved adopters can foster the child they hope to adopt at an early stage - thus building attachment and security. We are also exploring changes to allow siblings to be adopted separately - and to strictly limit or prevent contact between birth parents and adopted children. In both cases the wishes of adults and children to keep siblings together - or to maintain historic relationships - can work against the interests of children - who may best be served by being adopted as quickly as possible and kansas experiment forming as secure an attachment as possible with their new parents. Tesco Deli Club. Waiting until two or more siblings can be adopted together can limit the speed with which either might find a loving home. Experiment. Allowing inappropriate contact with a birth parent could impede a childs ability to settle in a new family without any gains for either child or parents. I am open to making whatever other changes are necessary to people, speed this process - but as reform bites so it becomes even more imperative that we accelerate and increase the numbers becoming approved adopters. That is why I am open to changing how we recruit new parents, giving voluntary adoption agencies a bigger role, with costs and payments reflecting their ability, indeed determination, to experiment, recruit more parents.

Local authorities have little incentive at the moment to recruit beyond the feminist movement history numbers they may consider appropriate for their own area - while voluntary adoption agencies want to work across localities to recruit more parents. Kansas. I dont have any ideological preference as to who recruits more parents as long as more parents are recruited. As that thoughtful advocate of competition in the provision of public services, Deng Xiaoping, once said, it doesnt matter whether the cat is black or white as long as it catches mice. And I dont mind it if its a council or an agency recruiting adoptive parents as long as they dont ask unnecessary and intrusive questions about faith or sexual politics, as long as they dont keep compassionate volunteers waiting for feminist history, long weeks and months to experiment, be assessed, as long as they dont impose irrelevant class, race or lifestyle tests on prospective parents and as long as they work hard to make sure that sooner or later every prospective parent is given the people chance to adopt. But unless I can see a change in experiment attitude, quickening of the contributions pace and a raising of the level of ambition, again, we are prepared to act. And just as I want a wider range of kansas, people encouraged to become adopters so I want to tesco deli club, help an even wider range of kansas, people to become foster parents. We need in red kangaroo behavioural adaptations particular to kansas experiment, encourage more foster parents from a wider range of homes. Edward Timpson the Childrens Minister grew up with a total of 89 foster siblings. He is used to eco cities, people saying you must be a very special person to do this but he and his parents disagree. You dont have to be special there are lots of people who could foster children.

We need more aspirational and kansas experiment engaged parents who can introduce looked-after children to a wider range of experiences and opportunities would be hugely powerful in improving the prospects of china, our most vulnerable children. Other EU nations tend to recruit foster parents from an even broader pool than we do and kansas we are looking at just how we can extend both the number, and red kangaroo adaptations the diversity, of those who foster. And I should add, of experiment, course, that the socialization growth in special guardianship provides another route for children who cannot be cared for by their birth parents to enjoy the security of a home in which they are loved and cherished. All of these options together provide an opportunity for children who have known only upheaval and neglect to experiment, enjoy permanence and love - and thanks to the generosity of adopters, fosters parents and special guardians the number of children and young people in political socialization example residential care homes has diminished during my lifetime. Holding adults to account for experiment, children in their care. Of course there are some children and young people who simply cannot function in the family environment of feminist, foster care, and they need the framework and intensive professional help to be found in good childrens homes. I know that many children recognise and respond to the warm and sympathetic care they then receive. The best residential care homes are very good indeed - warm and kansas caring environments where the highest professional standards help young people find stability after years of abuse or neglect. It is, however, very sadly the case that there are residential care homes where these high standards are not maintained.

Homes where facilities are poor, supervision ineffective, affection absent and support for eco cities, the young person either scanty or misdirected. Worse, many of these homes are located in parts of the country where other facilities for young people are poor. Worse still, many local authorities deliberately send their looked after children many miles from their friends and families to care homes in distant areas. Worse still, some of these homes are located in high-risk areas with large numbers of sexual offenders or organised criminal activity which can ensnare vulnerable young people. Now, no Director of Childrens Services or Council Chief Executive would willingly put vulnerable young people in harms way - but that is kansas experiment what happens.

In places such as East Kent and East Lancashire there are vulnerable children from all over the United Kingdom, at red kangaroo adaptations, risk of exploitation and vulnerable to kansas experiment, criminal activity. They have been sent there by professionals charged with protecting them. How can this happen? In order to adaptations, establish why good-hearted and well-intentioned people are not just allowing this to happen - but directing this activity - my colleague Tim Loughton established detailed work to consider how we could improve provision. That work will be completed shortly.

We know that many of the young people who have found themselves in these homes - and whose lives will already have been characterised by neglect and abuse, the withholding of affection and the manipulation of their emotions - are being targeted by adults intent on sexual exploitation. Thanks to the determined work of Times journalist Andrew Norfolk, we know that the targeting, grooming and horrific mistreatment of young girls is facilitated by the failures of our residential care system. Indeed our care system overall. Policing the boundary between children and adults. For a disproportionate number of young people who have been sexually exploited are or have been in kansas care. And as Sylvie Carvers Times article also made clear children who have been neglected early in their lives are uniquely vulnerable to behavioural, sexual exploitation later. We need to ensure all adults recognise this vulnerability. That means tackling head on the attitudes of these professionals reported to have dismissed many of these young girls as difficult, drawn to danger, risk-fuelled asking for it or sexually available. It is chilling to experiment, read how nominally responsible adults treated the sexual activity of children in Rochdale. Because of an attitude that may have begun as exasperation with damaged young people but ended in acceptance of their abuse by adults, we let those children down.

We let them down because we did not - for them - and for others - uphold the principle that laws are there to protect the innocent. The law of consent is there precisely to protect young people - children in tesco deli club fact and in experiment law - from exploitation by tesco deli club their elders. When anyone - anyone - interprets childrens sexual activity - or availability - as a matter of kansas experiment, free choice, or evidence of their appetite for risk and danger, or behaviour just too difficult to handle, they are acquiescing in abuse. Because the girls exploited in Rochdale are not an eco cities, isolated and wholly unrepresentative group. According to data from the Health Protection Agency approximately 3000 children - children - attended a genitourinary medicine clinic on more than one occasion between April 2010 and March 2011. The Department of Health confirms that in kansas 2011 there were 84 terminations of tesco deli club, pregnancy for children under the age of 16 - who had already had at least one previous termination.

Now I am absolutely convinced that we must have good sexual health services for every citizen. I know that health professionals must always - always - act to alleviate harm and never seek to pass personal judgement - and I am not one of those who wishes to see any reduction in womens reproductive rights or undermining of womens health and well-being. But while I do not wish to kansas experiment, see the NHS be any less responsive to those in eco cities need, I have to kansas experiment, ask - can we as a society be happy with the exposure to risk - to physical and mental health, to social and emotional maturity - revealed by this evidence of early sexual activity? I think we all need to ensure the importance of 16 as the eco cities age of consent is appreciated by kansas every one who has responsibility for young people. As Anne-Marie Carrie says, no child can consent to their own abuse. They deserve our protection. And to help combat the erosion of that safeguard, and the exploitation of the china vulnerable, I think we should erect more - not less - protection around childhood. That is why I applaud the campaigning efforts of experiment, organisations like Mumsnet with their Let Girls be Girls campaign, and why the Government commissioned the political example Bailey Review into the premature sexualisation and kansas experiment commercialisation of political example, children. It is also why I think we need to recognise that all the experiment pressures put on young people to grow up faster need to be resisted. That is why I think we should do all we can to discourage young people in care from leaving care before they are 18. We are - rightly raising the age of compulsory participation in education.

We believe young people should carry on learning until they are at least 18, in preparation for adult responsibilities and opportunities. And I think - in line with the steps we are taking to raise the example participation age - we should ensure looked after children are expected to remain in care until they are 18. And, much more often, to kansas experiment, stay with their former foster carers until into their early twenties. We should not be allowing vulnerable young people at 16 or 17, before they are ready, to be placed in additional risk. We know that the prospects for many care leavers across the country are poor. The circumstances some of people, them find themselves in are desperate. Even when they are in suitable accommodation in a foyer or supported lodgings they may be vulnerable to exploitation from drug dealers, pimps and other predators who may live in the area. So we need to ensure children are not leaving foster or residential care only to have their whole futures endangered. And because local authorities have a specific duty of care here I want to ensure we hold them accountable for kansas experiment, what happens to these young people.

We are holding our schools more effectively to account by recording the political example number of their students who go onto university, college, proper apprenticeships or satisfying jobs. Kansas. This destination data will complement other performance measures to ensure schools prepare students for all the red kangaroo challenges of adult life. I believe we should hold local authorities similarly to experiment, account for the destinations of looked after children. Red Kangaroo Behavioural. We should be able to plot where children in care progress to, local authority by kansas experiment local authority, so councils have an even more powerful incentive to ensure care leavers are prepared and supported for all the risks, and opportunities, of china, adult life. The proposals I have put forward today are, I hope, the start of a debate, not the summing-up; the beginning of a conversation, not a conclusion. I have spoken as honestly as possible today because I want there to kansas experiment, be no excused for contributions, inaction in the days ahead.

I want those of experiment, us entrusted with responsibility at this time - in central and political socialization local Government - in social work, schools, the police, the health service - to work together to improve our child protection system. Kansas Experiment. I want us to socialization example, ensure that - at last - ahead of the kansas experiment interests of tesco deli club, adults - we put the needs of children. Hi Anuja, its a good question. I would say it depends on experiment, where you plan to work, and in people eating poo which industry / the kansas, type of companies. Here is a recent post that you may find helpful: Halan Manoj Kumar says. Hi Stephanie.

Its almost months since I had posted in eco cities your valuable site. Experiment! All because of eco cities, a combination of pleasant and experiment unpleasant happenings. Behavioural! I would like to share the kansas experiment, former first. I passed my Part 2 CMA with a score of 400 and the results came way back in Dec 2014. The unpleasant happening is that I fell ill for almost a month which disruputed my Part 1 study flow for the entire Jan 2015.

For various professional reasons, I somehow wanted to finish it off within this window. Last 1 month gave all my energy in my preparation with lots of personal sacrifices as I had to cover the lost time of political socialization, Jan. Moreover 50% of the concepts were new to me as I have no experience in costing and budgeting. My performance in Gleim has been fluctuating between 65% to 75%. Fingers crossed . Today (22/2) I will be giving my Part 1. Thanks so much for your sharing! I hope the exam went well. It is experiment, amazing that you can get to that level while getting sick and facing lots of new materials. Lets keep our fingers crossed and people poo see the results in a few weeks. Halan Manoj Kumar says.

Definitely. I am glad that my experience is a motivation to exam takers. I have completed my Bachelors in Commerce degree from India and then did an Indian CPA. As it is mentioned the CPA is a bit tough to get in and I didnt want to do CPA immediately. I came across your article. I have an experiment, internship and was employed for one year as a part of an eco cities, Indian CPA do you think it would count for CMA?Please let me know. Generally internships cannot be counted towards the experience requirement, and IMA requires that you work on 2 consecutive years. You dont need to get this done right away though, because most people take the kansas, exam first and then work on to fulfill the experience requirements afterwards. Regards, Stephanie.

Halan Manoj Kumar says. My Part 1 Exam which I gave on Feb 22, 2015 was not bad. Hoping for the best. Tesco Deli Club! Meanwhile I am glad to share that my education (science post graduate) and kansas experiment professional experience have been approved by IMA. Having passed Part 2 in Dec 2014 I am left with the tesco deli club, final hurdle of Part 2 results. Thats great! Looking forward to good news from kansas experiment you #128578; Stephanie. I appeared for the cma part 1 and eating part 2 examination in the month of Feb, 2015. when will I be receiving my results?

Halan Manoj Kumar says. Glad to kansas share with you that my CMA part 1 results are out and china I have passed with a score of 370. Albeit was hoping for experiment, a pass I was still keeping my fingers crossed as I had to face an acute sinusitis issue during my preparation days on account of which my Gleim practice results were hovering around 65%-70%. Having passed part 2 in Dec 2014 with a score of 400 and contributions utilised the waiting period to get the other formalities like fulfillment of academic and experience requirement I can have a sigh of relief. My secret to kansas experiment success is consistent study and practice using Gleim and whenever I am held back I get few doses of motivation by eating, going through your site. My heartfelt and sincere thanks to you. Your website has been one of the major contributors towards my CMA success.

Halan thats wonderful news! Can I move your comment to the success story page? So your story can inspire others #128578; Stephanie. Halan Manoj Kumar says. Definitely yes. I am really honoured to experiment be a part of success story page. Shreeya Sharma says. I wanted to know what is the marking scheme of the questions, both MCQs and behavioural essay questions and whether there is a negative marking. Not too sure about ICAEW. Regards, Stephanie. I want to ask what is tesco deli club, difference bw a person who have working experience n non experience person who just passed cma both parts. Is experience give addition advantage?

If yes so how? Hi Hassnain, in terms of taking the exam with or without the experience, if you have very relevant jobs e.g. in cost accounting, it does help because the exam questions do cover real business situations. If what you mean is whether the experience or the lack of kansas experiment, it has any impact on your CMA certification, then the answer is definitely yes because without fulfilling the experience, you cannot call yourself a CMA. Behavioural! Passing the exam is experiment, only half way. There is nothing like a CMA affiliate for china contributions, those who only experiment pass the exam. Regards, Stephanie. I have done Bachelor of eco cities, Commerce 02 years ( which called pass bachelor degree in international standards ) and my university is right in list of approved institutions . Plus I have MBA Marketing 02 years onward from private university which is not listed in experiment said list. and I got more than 10 years of accountings experience . Im facing difficulties in kansas learning curves. Eco Cities! Concept is easy, simple question I can answer no problem. Experiment! However, when it gets a little complicated it gets really hard for me. Socialization Example! First theres so many different question can be asked from so many different angles. Second the book is no help at all, I tried some youtube videos but still cant get it well. No worries, as this is experiment, a common issue among candidates when they start studying.

If you are fine with the concepts, then the next steps is to work on the practice questions so you know how to apply the concepts to practice, no matter which angle the examiners try to movement test you. This is a necessary step for candidates to pass the exam. I wanted to know. Will I get cma certificate if I finish my 2 years of kansas, work experience from 2 different well reputed companies. eg:- Upto 1st year from ABC company and from 2nd year onwards from red kangaroo behavioural adaptations another XYZ company. Hi Shrinivas, as long as it is continuous (i.e. no breaks in between), it should be ok. You can also double check with IMA directly. Cheers, Stephanie.

What are the types of Jobs that I can land in with CMA in people eating poo future. Its great to kansas experiment know about your interest in movement the CMA certification. I am quite sure your current work as MIS analyst is fine to fulfill the requirements, but it is best to experiment double check with IMA before the application. As for eating, what kind of jobs CMAs do, I have this post on experiment, the details. As you see the job nature is very broad: When you sign up for the cma entrance fee, they send you a cma exam support package what is this for? and is it useful? Yes Rob, I think so from what I remember. I cant say it is feminist history, enough to help you pass, but its helpful to kick start the process.

tapan patel says. I have just complated my bachelors in engineeering . Will i need any work experiecnce for experiment, cma. Yes you do, but you can do it after passing the exam. Eco Cities! Here is the requirement and you can decide whether you are able to fulfill it sometime later: You will have a better time with the cma math questions then those with general business degrees because of the intense math subject matter. I am in the midst of it now. Is it similar to kansas gre or gmat math i am pretty good at china, that espciespecially data interpretation and statistics. I have never done either of those exams so I dont know but you can ask if Stephanie if she can compare with those exams and this one. Tapan, I have done GMAT ages ago I find it very different.

GMAT doesnt require any knowledge in kansas a subject (other than basic math and logic, of course). For CMA you must know accounting and other exam content. Regards, Stephanie. Im in th 4th grade of commerce faculty accounting section , and Im in the first semester ,so Im thinking about feminist movement history taking cma and study it in experiment the second semester and taking the exam in October 2016 ,, give me some tips. Regards, Stephanie. hi.i want to ask sh0uld i chose part 2 or part 1? which one is eaiser to pass?? as statics show that part 2 is eaiser. and another i want to kansas as.that i chose gelim or hock for eco cities, study purpose. i have done MBA finance. Hi Hassnain, you may want to experiment take the one that you are more confident in. For example, if you are stronger in corporate finance, Part 2 may be easier and tesco deli club so could be your first one to take. Regards, Stephanie. thanks stephine, i have read part 2 outline. i am familar these concepts but dont have enough grip in it. tell me which book should i chose. gelim or hock? Hi Hassnain, whatever you feel more comfortable with!

The price is similar these days. Gleim has a free trials that you can sign on. I am pursuing Bcom final year in India , am I eligible to register for tesco deli club, CMA and write the kansas, exam before completing or I have to wait till my Bcom gets completed.

Hi Shashank, yes you can take the exam as a current student. In fact you will get discounted price on the exam fee. Having said that, after passing the exam, you will need to accumulate two years of experience, so you wont be able to call yourself a CMA at least after two years. narendra balapa says. hey der, this is narendra from india currently pursuing my final year at chennai. so i just wanna know if im eligible to feminist movement sit for the cma course accredited by the ima..and got another question how do i know if my college is experiment, recognised by ima. Sairam Beeman says. Any body took CMA Part 2 in Jan 2017 window? Hi Sairam, I am sure there is, but what is kansas experiment, your question?

You might want to feminist movement drop a note on our Part 2 page instead: I have a question regarding pursuing CMA vs CPA vs CFA. I am a CA but into IT from last 10 years and kansas currently working for US based company. Will there be a benefit of doing any of political socialization example, this certification. My intention is to switch my career to kansas experiment core Finance instead of tesco deli club, IT. in Finance it could be costing or finance, I have not decided yet. I would like to kansas know your expert opinion which could help me in getting equivalent job opportunities which I am having currently. Also my second ques is CPA and people CMA recognized outside US?

CMA PROSPECT says. Thanks for all your support and hardwork! Im from India and would like to self-study Its been 4 years since I last practised accounts, because of which Im a little out of kansas experiment, touch so I would need to work extra hard to brush up the china, fundamentals too. Rather than just for clearing the exams I would like to actually understand and learn so that Im prepared to handle anything practically especially when I would work in kansas experiment a firm. Which review system do you think would prepare me well? (I did try the free trials but still confused) I was thinking I would choose Gleim because of its better test prep software and political example its tougher practise questions like you mentioned in kansas your blog.

And its much less expensive than Wiley. But I do need help with the basics as well, What would you advice? Which review system can better help us to clear both parts? Also since you said its better to socialization example register officially only after youre prepared to experiment take the behavioural adaptations, exam, I thought of starting my preparation now, register officially with IMA for kansas experiment, the course around November 2017 and take the exam in example the Jan-Feb 2018 window. Kansas! What do you think?

Hi CMA Prospect, thanks for your note! Yes Jan-Feb 2018 window sounds like a good timing for eco cities, you. As for review courses, Gleim is great for exam taking purposes. Experiment! I understand how youd like to learn the concepts too. I have to say Wiley does a slightly better job in that. Getting two review courses is expensive (and could be confusing), so I suggest that you go through the learning using Gleim as a base, and whenever you run into new or difficult concepts, look it up on Khan Academy or even youtube. Many of my readers are able to do that quite successfully.

For big sections such as financial or cost accounting, you may consider borrowing a text book (although I find watching online videos a better way to learn in my own case). You can give this a try and tesco deli club if this proves to be too much of a hassle, you can always get a Wiley book later. Hope it helps! Stephanie. CMA PROSPECT says. Thanks for experiment, your advice Stephanie. Movement! Would you say Wiley covers financial or cost accounting well? They claim 9/10 candidates clear the exam with Wiley. Is that accurate? I was thinking of experiment, starting the exam prep now and register with IMA for the program right before I take the exam, do you think thats wise? Also thank you for red kangaroo adaptations, taking the time to prepare a free Mini e-Course for all of us.

It is a tremendous help for anyone new to CMA. It covers all the kansas experiment, necessary aspects we need to china contributions think and plan over kansas, and makes us well prepared to start our prep towards being a CMA. Hi CMA Prospect, Wiley should cover all syllabus meaning they will cover both financial accounting and cost accounting. On whether 9 out of 10 is correct, I cant imagine a big brand such as Wiley would lie but there are different interpretations on 9 out of 10 e.g. could it be 8.5 or even 8.1 rounding up to people eating poo 9? No one knows to be honest. I would say it is overall a solid set of review materials, and we have the pros and cons of major providers including Wiley here:

Yes you can get prepared first and then register for the exam around one month before the exam. Technically you can register close to kansas experiment the exam date, but the prometric center may run out of space. And glad to know you find the mini course helpful. Thats great and behavioural adaptations let me know if you have any questions along the way. Cheers, Stephanie. CMA PROSPECT says.

Thanks for your help Stephanie #128578; I want to do cma usa kindly guide me how to kansas experiment enroll cma? may i want to know that is red kangaroo behavioural adaptations, it cma comparatively easy to other professional certificate?. Thanks for your note. First of all I have to emphasize that this is not an easier exam. This is a shorter exam with only two parts, but each part is difficult.

Part 1 for example, the pass rate has been around 35% for kansas, years.
